Duties Description
Major Function: Outreach & Events
Identify and build partnerships with organizations in the upstate region to increase NYSOH visibility and develop scalable statewide outreach campaigns
Build and maintain partnership contact database; identify opportunities to expand partnerships and program visibility
Assist in facilitating NY State of Health's presence at various events (e.g., professional conferences, community/cultural events, job fairs, events hosted by legislators) with an informational booth, presentation, and/or other sponsorship opportunities.??
Major Function: Communications & Marketing
Draft editorial content for internal and external platforms, including reports, publications, social media, and other communications requests
Assist in developing talking points, press statements, and communications supporting NYSOH events/outreach, program priorities, and other marketing needs
Work with outreach partners and stakeholders on marketing materials, and branding opportunities
Major Function: Digital Content/Maintenance
Support ongoing digital content updates that enhance user experience and enrollment pathways
Collaborate with IT partners to ensure websites are updated, consumer-friendly, and accessible
Ensure that outreach events are posted across digital platforms and can be easily accessed
Major Function: Project Management
Serve as subject matter expert and internal resource for NY State of Health
Lead key projects ensuring adherence to NYS DOH processes and policies
Identify opportunities to streamline and improve project outputs across departmental initiatives
Non-Competitive Minimum Qualifications
Minimum Qualifications
Seven years experience in the preparation and distribution of health education or health promotion materials in both print media (e.g. brochures, posters, ads, newsletters) and electronic media (e.g. radio and TV public service announcements, videos, interactive computer programs).
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Competitive Minimum Qualifications
Current NYS DOH employee with a permanent or contingent-permanent, competitive status as a Health Education Media Specialist 3, G23
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the non-competitive minimum qualifications as seen above or be a current NYS employee with 1 year experience in a permanent or contingent-permanent, competitive status as a Health Education Media Specialist 2.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
Preferred Qualifications:
The successful will be highly organized, detail oriented, possess strong interpersonal skills for working in a cross-functional team environment and have effective time management skills to maintain multiple projects with complex details and timelines. Must be able to adapt to changing deadlines and priorities and input from a broad spectrum of stakeholders.
The ideal candidate must have excellent communication, writing, and editing skills and have familiarity with public health insurance programs.
Experience in community outreach in a non-profit, social service, academia, or government organization required; additional experience in event coordination/logistics preferred.
Experience in a Microsoft Office 365 environment using Word, Outlook, Excel, PowerPoint, Teams; experience with popular meeting platform software such as Zoom, WebEx
Must possess a strong understanding of New York State, specifically its upstate regions.
Some travel may be required.
Multi-lingual preferred
This position will report in NYC or Albany
Additional Comments
This position is being recruited in both New York City and Albany; the position may be filled at either location.
This position is part of the NYS HELPS program. No examination is required.
