Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities. 

Job Summary:

The HLW Material Specialist is responsible for material management activities at the HLW Warehouse at the HLW site. Develops and directs implementation of overall project material management plan to include project material procedures, facility needs, personnel requirements, inventory stock levels, detailed material management systems (manual or automated) and overall project material security plan focused mainly on temporary materials such as tools and consumables. The HLW Material Specialist will work with the Warehouse Superintendent and team for various activities, including the receipt, inventory, storage and issuance of consumables, bulks, spares, equipment, and potentially permanent plan materials to be used in construction. Oversees materials management records and documentation, and Bechtel Procurement (BPS) data entry relating to material receiving, inventory and issuing, and use of other material tracking systems such as Toolhound. #LI-CL1

Major Responsibilities:

  • Reports to and receives operational direction from the project Warehouse Operations Supervisor.
  • Maintains direct working relationship with the following:
  • Field Engineering and Construction concerning the storage and availability of materials for issue to the field.
  • Project Quality Control/Field Engineering regarding documentation and inspection for materials in inventory.
  • Assigned crafts and clerical personnel in the process of receipt, storage custody, and issue of project materials.
  • Receipt Inspection and Test Personnel.
  • Conducts material receipt activities to ensure delivered materials comply with purchase order requirements.
  • Coordinates receiving activities with Receipt Inspection and Test personnel to ensure timely material receipts.
  • Resolves receiving issues with assigned Engineering, Expediting, and Purchasing personnel to ensure timely material receipts.
  • Directs the movement of materials into and out of inventory.
  • Continually audits BPS data and tool tracking software for accuracy and timeliness, and generates reports and graphs to illustrate metrics.
  • Conducts and reviews the accomplishment of physical inventories on a timely basis to ensure valid records are continuously maintained.
  • Participates in the project materials protection program in conjunction with other responsible groups within the project organization.
  • Maintains custody of project materials in inventory.
  • Assists with the disposition of surplus project materials as approved by project management and directed by Field Procurement Management.
  • Prepares and maintains Inventory Control Records (manual or automated).
  • Processes Material Withdrawal Request to deliver materials to Construction.
  • Maintains min/max records for the project for tools and consumables and, monitors employee utilization throughout the duration of the project, recommending applicable changes to the Materials Manager.

Education and Experience Requirements:

  • Requires a bachelor’s degree (or international equivalent) and 2-5 years of experience or 6-9 years of relevant work experience.
  • Possess the right to work and remain in the US without sponsorship.
  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. 
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

Required Knowledge and Skills:

  • Knowledge of the essential elements of a field materials management organization.
  • Knowledge of skills necessary to fill clerical, warehouse craft, and material management positions.
  • Knowledge and understanding of how automated materials management systems keep control of project materials.
  • Good organizational and planning skills.
  • Knowledge of materials management principals relating to construction projects, such as planning, work packaging, just-in-time deliveries, issue on receipt, jurisdiction for delivered goods.
  • Ability to communicate both orally and in writing.
  • Ability to maintain a direct working relationship with a variety of contacts including but not limited to other Procurement colleagues, Project Management, Engineering, Government Agencies, vendors, Accounts Payable, Quality Control, and craft and clerical personnel.
